Statute of Limitations on Debt?

In 2008 I had internet service from a local provider, the service stopped because our house was out of the service area, I call the provider to come out and fix the problem, they could not, I cancelled the service in 2010 after the problem developed. Today I received a bill for 7,800.00 pesos. My spouse at that time who's name was on the account has passed away, deceased, and did not receive any notice since the account was closed in 2010.
